Water License Permit and Approval Fees

The stipulated fees are regulated by the requirements of the Natural Resources Management Act 2004 and the Variation of Natural Resources Management (General) Regulations 2005. In addition, they are specifically related to the Natural Resource Management (NRM) Plan and the Water Allocation Plans for the South Australian Murray-Darling Basin NRM Region.

This may relate to any Water Management Authorisation (WMA), namely a Water Licence, or a Water allocation, or a water resource works approval, or a site use approval.

For the current period the Minister for Sustainability, Environment and Conservation has the legislated authority under the applicable sections of the NRM Act 2004 to declare a nominal fee associated with the application, assessment or documentation of a licence, permit or approval fee.

On completion of the relevant application, the applicant is responsible for paying the full amount of the associated fee and ensuring that payment accompanies the application when submitted to the Department of Environment, Water and Natural Resources.

The regulated charges relate to the following plans:

1. SA Strategic Plan

  • Target 75: Sustainable Water Use - South Australia’s water resources are managed within sustainable limits by 2018 (Goal – Industry and agriculture are highly efficient and innovative in their use of water.)
  • Target 76: River Murray – flows’ – Increase environmental flows in the River Murray by a minimum of 1500 GL by 2018 (Goal – We provide leadership in managing the Murray-Darling Basin.)
  • Target 77: River Murray – salinity – South Australia maintains a positive balance on the Murray-Darling Basin Authority salinity register (Goal – We provide leadership in managing the Murray-Darling Basin.)

Water Planning and Water Management activities
The Department of Environment, Water and Natural Resources plays a key role in Water Licensing regulatory functions, customer service and metering associated with prescribed water resources and for the support, operation, maintenance and development of water licensing systems state wide.

In 2003 the South Australian Government calculated the fees based on a cost recovery assessment of the financial impact associated with supporting the necessary Water Administration and Regulation activities. The fees listed above cover the administration and operations of processing water license and permit applications and it is estimated that these functions will cost approximately $3 million to operate for the 2012-13 financial year.
